The PTI Fact Check found in its investigation that the man with PM Modi in the photo was Raghavji Patel. Raghavji is the sitting BJP MLA from Jamnagar Rural. He is currently serving as the cabinet minister in the Gujarat government. Odhavji Raghavji Patel, who died in 2012, was the founder of the Oreva Group, which was awarded the tender for the Morbi bridge repair works. The claim about the photo in the tweets is misleading.
